powder might be counteracted by the addition of another
substance.
(b) Corresponding Law.
I am advised that the correct description of the Geneva Convention which should be adopted in this de finition (and wherever else it is referred to in the Ordinance), is "The International Opium Convention signed at Geneva on the 19th day of february, 1925."
(c) Section 3.
As explained above the preparations enumerated
in the Second Schedule are considered to be not liable to
give rise to the drug habit.
In para raph (1) below, I
sugest that the Second Schedule should be removed from
the Ordinance. This will involve a consequential
amendment in Section (3).

It seems desirable to insert the word "madical"
be fore the word "requirements".

I am advised that the terms of the Gene va
Convention de not permit of the exemption of travellers from the provisions in regard to import certificates and
export authorisations, or from those relating to internal control of the possession, use, etc., of the drugs to which the Convention applies. It would appear to be very difficult if not impossible, in practice, to distinguish between a traveller carrying small quantities of drugs for his own purposes and a trafficker carrying a small quantity of the drugs for someone else.
